Allow Intranet, Deny Internet

Hi all,

Is it possible to allow an application such as Intenet Explorer to access the local Network but not the Internet.

Example
192.168.1.1 : Gateway to Internet
192.168.1.2 > 192.168.1.254 : Allowed

I have tried adding a rules but iexplore asks for access to 127.0.0.1:12080 and once this is given it can access everything. I’ve tried blocking its access to the gateway but this has not effect.

Is this possible?

What app is listening on 12080? A proxy?
