Why does CCE creates Quarantine folder in C drive?

It should create the Quarantine folder in the CCE folder itself.

CCE may get run from a flash drive and not from a local drive. Then it makes sense to put the quarantine on the local drive. That way it can be restored when needed.

Suppose you are a computer technician helping people. You would end up with possible malware from various people. That is awkward to know which file is from who in case of a f/p…

So atleast the folder should be named as CCE Quarantine or CCE & inside Quarantine.

When I found Quarantine folder in C drive I was confused. I have ondemand MBAM, HitmanPro, CCE & realtime CIS. After spending few minutes found out that its CCE Quarantine.

That makes total sense. You can make that a wish in Wishlist - CCE.
