Bug Report - Anti-Theft not working

1)    What is your device brand name and model name?
Samsung Note 4, model SM-N910T, T-Mobile

2)    What is your device Android version and current language preference?
4.4.4, English

3)    Please provide more detail about when and how you got that error? Does it have a pattern?
Running CMS 2.7.4, database 49.

Sending the Anti-Theft Locate command, the following is returned: "Your device could not be located at this time. Please try again later."

GPS, Mobile Network, and WiFi location services are all turned on. Restarting the device = same error. Uninstalling and reinstalling CMS = same error.
