2.3.3.33: Repeated rule creation

I don't know whether anyone else has noticed this but occasionally I am prompted for an existing rule (usually browsers). The parent / application are the same. My configuration is set to prompt on every connection. Any ideas why this would be happening?

Edit: I should note that usually after allowing the first connection attempt (say firefox), I usually change the rule from "IP" to "any" to allow for all sites. When the problem occurs, the IP address is used again.
