I have been looking all over for a freeware windows driver updater. maybe this could be developed. if there is one that i missed please post it.

I guess there won't be something like that, because manufacturers don't provide their drivers in a unified manner. MS tries to incorporate drivers into Windows Update, but that's not many.
IMO your only choice is to go to sites that list the links to the manufacturer driver sites and download from there.
A program for that would require massive manpower to manually follow all links and include them into the program's database.
