I wonder why I see the Padlock sometimes and sometimes I do not

Hi I have Verification Engine 2.7.031 and I also have Foxfilter installed on My computer and down in the corner I see this Circle with a checkmark in it which is from foxfilter but I have noticed that sometimes I have the padlock next to it and sometimes with foxfilter enabled the padlock does not show up but I know if I disable foxfilter that the padlock always shows up when it should  so I am wondering why does it show up sometimes and not others and I am also trying to figure out if this is a bug I should tell foxfilter about or is this something that Verification Engine could do different so I could see the padlock all the time when ever I should

So, it seems to be a Foxfilter's problem
