Problem with international faxing

Hello -

I am trying to send a fax to Seoul Korea, country code 82 city code 2. I have a paid account and money in my account. When i try to send to the number 011-82-2-xxx-xxxx, I get an error that says that the city or country code is not allowed. Why is this? Seoul is the largest city in Korea, and rates for Korea are listed on the international rates so I'm really not sure what the problem is. Faxing to Korea is important to my continuing subscription!
