Why there's difference in  MSE & SmartScreen IE detection.

I have seen that nowadays IE smartscreen is quite good in detecting malware but when I test MSE theres a difference in detection i.e malware detected by smartscreen but not detected by MSE.

I thought smartscreen uses MSE technolgy & databases. Is there other analysis in smartscreen?

And I think they should add smartscreen technology to UAC.

From what i now smart screen filter works differently then MSE can can have lot of false positives you can read more about it and how it works below from the screenshot or the link
