Ok, I uninstalled SP1 and problem didn't disappear, uninstalled avast, problem still present, installed avast and uninstalled Comodo Firewall and latency disappeared. I installed Comodo again and latency spikes reappeared after 5h.  Cry
Please, can anyone reproduce this bug?

I came across this same issue. Had to uninstall Utorrent and remove all instances within' the OS that involved Utorrent .. files, folders, registry keys... ect. then went to older version of Utorrent it seemed to help my issue.. Dont know if it will yours but you can give it a shot... The registry entry is listed as bittorrent rather then Utorrent... Hope it helps ya!

If you mean calling the anti-virus scanner from the command line, then yes.

Use the following command line, including the quotes (you may need to adjust the file path depending on where CIS is installed to).

I'm complaining because I'm having this major issue:

About ready to give up on CIS and go with Windows Defender and MSE instead, at least they work. Disappointing to see that after such a long time the a/v part of CIS is far from working right.
