They don't state anything about if they charge the vendors being on test or not.
But, do they? Before the testing or after (to publish)? Are the results influenced by this?

Yes... starting from Friday updates are so slow and the number of definitions added daily decreased by 70% !!

What happens? Did you start implementing good heuristics and generic detection or ... ?

Nevertheless, this is a new update...but only 8018 definitions.

No...it is still dated as sunday and has added only cca. 200 new files...previous update counted around 7800 samples...
