I don't think so. Insight is limited to "internet only". You must be connected to make it work.
Melih said it has 100% detection rate, which means it may work without connection (the usb infection he kept on mentioning).

It's ready and working as a standalone application. Egemen is now working on an implementing it into CIS. It will come with v5.1. No ETA at this time.

mmmh... maybe a system which returns D+ alerts to a server, and it may help detecting threats earlier based on that.
Something like Threatcast but with less user input.

Cloud HIPS.

Defense Alert Cloud System?

something more drastic than that...I think it will revolutionize the AV industry...i really think so.....it will create much debate....

I suppose you may be able to disable it, but why would you want to do it?
I don't really understand why people want to disable sandbox or D+, is it really ressource heavy?

I must say you create a very good amount of hype for any upcoming CIS features.

I hope that it's a silent system, to not have to deal with another "obscure" popup.
I really like the sandbox for that, it's less confusing for novice users.

Or maybe something which may improve user decision or interaction with CIS.
