Can't not start On Access Scanner

I Can't not start On Access Scanner
The On Access Scanner is Off, and when I trye to clik on the "Turn on" button I get this error.
Number: STOAC017
Description: Unable to perform requested option

What version of CAVS do you have?

I to have the same problem I get the ON-Access to enable I tried everything in my power to try and get it to work but I still keep getting the error massage #CAV003
