OK.  Reinstalled CIS with Firewall and Proactive Defense.  It rebooted twice with no problems and then hung twice.

What I wanted to do with SynTPEnh.exe is
go to Computer Security Policy>choose SynTPEnh.exe>Edit it to 'Trusted'.

After reinstalling CIS, I couldn't find the entry.

I meant I couldn't find it in the Defense+ settings.  After It locked up the system again I added an entry for it.

Not sure what I'm doing.

Normally for "Uninstall" I would go to "Add, Delete Programs", there is no entry for Windows Media Center.

There is a startup entry for ehTray.exe.
But I can't find an entry for Welcome Center in either the startup or services list.  I'm looking at the startup and services with msconfig.

<Windows Media Center>
1.go to 'Start'
2.type 'services.msc' and run
Dsiable follwoing services

Windows Media Center Extender Service,
Windows Media Center Receiver Service,
Windows Media Center Scheduler Service,
Windows Media Center Service Launcher

4.run 'msconfig'
5. go to 'Startup'
6.uncheck ehTray.exe(all of related with Windows media center)

<WindowsWelcomeCenter>
go to Windows Selcome Center

OR

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run\]
delete 'WindowsWelcomeCenter'.

It still hangs.

I'm wiling to try the format and unload, but wouldn't know where to start.  Not sure I have a copy of Vista.  And have a ton of pictures and music to unload.

If I format and reload with the copy of Vista from Dell, won't that just be reloading the same problem?  If I understand the fellow in the similar thread, he's loading 1501s with a clean image of Vista as distributed by Dell and they all hang.

That's why I've checked almost everything about your laptop.
But it still hangs.
If you still have problem with CIS after format your HDD, it means there are some problem with
1501s drivers.
But we did enough to do that. Also i've tested lots of things with your laptop.
So my conclusion is that's a bug.
Post your situation to bug report forum.

About your pictures, musics, data.
You can make a partition to save those important data.
C: windows.
D: data storage.
E: ...
They(D,E ~) are not deleted even if you format the C:.
How many partitions do you have?

What's the best way to do that?  Start from scratch?  Or transfer this thread?

2 There is a D recovery partition.  I assume created by Dell.  Isn't that a Catch 22 in that it requires a format to define partitions?

We don't need to start from scratch, because it's a bug.
Just link this thread please.
I can report it as a bug if you want.

Yes I know the recovery partition is D.
You can resize C: without any 3rd party tool. XP requires 3rd party tool(like partition magic) but Vista has it's own tool.
It's really easy to do.

I would appreciate it if you did the report.

I'm fairly low on disk space and really don't want to break it up.

Thanks for working on this.  It has been educational and my system runs much quicker.

For the very first problem:
Q: I have to use Ctrl+Alt+Del to log in, what's up?
A: No empty passwords, automatic log in allowed after installing CIS. It's a GPO thing, a step for higher security Angel.
