What is the status for CIS 4.0? Where are we in the schedule? How long will it be before the final is release?

Btw, I just installed SecureZIP and it gave me a certifate from Comodo. I don't really need the certificate, but I figured why not. It is free. Thanks

A very preliminary estimation of the release date of 4.0 by Melih puts it towards the end of the year.

When CIS 4.0 comes out will we have to uninstall 3.10 first or just update?

I'm pretty sure that because of all the changes and new features a clean install will be mandatory. I hope I'm wrong but that's how I see it.

Quite a few of the recent changes we've seen this year were in preparation for v4, so it is uncertain if a clean install will be required or not.  We will have to wait an see, as suggested by Quill.
