I suppose the real name is
svchost.exe? If so, then it's safe to allow (if it's located in \Windows\system32). svchost.exe is used for stuff like obtaining/updating your IP-adress, DNS, time synchronization and Windows Update.
If the name is
sychost.exe, it's most likely a malware. Find it in task manager, terminate it and upload it to
VirusTotal.
