CAVsubmit Initialization problem

I keep getting a 'CAVsubmit Initialization problem' balloon and a 'Unknow error while creating a report file' balloon'. Press submit or OK and the other balloon comes up. back and forth, one or the other in the middle of my screen. How do I get rid of them?
I turned of HIPS and the problem has gone away. How do I get rid of this problem if I want to use HIPS?

I can't submit any files with cavs or with the firewall? Does anybody know how to fix this?
