Traffic bar question/Firewall problems

I've just recently had Comodo installed and I'm still learning how to work with it.  One thing I don't understand the traffic bar.  It's ALWAYS at 100% and at the right end of the bar it says "Limewire.exe".  My son downloads music from limewire and until recently, he hasn't had any trouble.  Even though its on the "safe" list.  The firewall has it blocked and neither one of us can figure out how to get the firewall NOT to block this website.  Also, how do I UNBLOCK the firewall events.  There's 102 events that have been blocked just since last night and most of them are described as "internet security suites".

I'm REALLY computer challenged so please explain what I can do to get Limewire unblocked and why my traffic bar is ALWAYS at 100%.  Thank you
