Whenver CIS gives a popup during regular desktop work (browsing, email, etc) this popup arriver "on top" of all other screens. This makes it immediatly clear to the user that something has happened and it's easy to click on the popup.
However when you launch a fullscreen application (like a newly installed game) CIS does give a popup, but it's in the background. I found that in some cases a game even completly stops working because CIS is putting all it's "calls" on hold or something.

I'd like some option to say if popups should be on top or not, even in fullscreen applications.
