C:\Users\Naren\AppData\Local\Downloaded Installations - Under this I have a empty folder named {9CB7CF93-AE16-4F25-BE49-BC527CE6FF30}

Can I delete/or is it safe to delete this folder?

I guess downloaded installations folder should not be deleted, right?

You can delete the subfiolder - {9CB7CF93-AE16-4F25-BE49-BC527CE6FF30} - it's no longer in use. The Appdata/Downloaded Installations folder is used by Installshield installer applications for extraction of their contents, prior to installation.
