Since I installed CIS 3.10  there are no any database update popups, the qustion is: does CIS have new silent updates, and can we enable update window like it was in 3.9?

Hi,

To switch update alerts back on select 'Show balloon messages' in CIS settings. Have just tested and this option now controls the update alerts as well (as of 3.10).

From the head developer:
Those baloon popups caused more troubles than they fixed so we disbaled them by defaul;t. To enable,  you need to goto Miscellanous->Settings->General and choose Show baloon messages
