German translation updated for CIS 3.10.x

- Replaced Safesurf dialog by HopSurf dialog
- Added COMODO Secure DNS dialog
- Changed CIS settings dialog

Things that still need to be fixed:
- Defense+ Access Rights dialog - middle coloumn is still too small and not adjustable via template (see screenshot)
- Log Viewer still displays false strings (e.g. Filter -> Firewall log -> Filter by -> Protocol, the string in the dialog says "choose action" instead of "choose protocol" - there were more, all saying "choose action" instead of the appropriate one)

Changes in lang files for current build are concerned to adding new DNS service, HopSurf (cfpconfg lang file) and some CIS update UI settings (cfp lang file), but we improved also some translations in other lang files (also in installer.lang), so please update all Polish language files in next build.

Changelog:
- HTML Help File now for version 3.10.
- Changed the section Comodo Safesurf by Comodo Hopsurf.
- Added section and subsections for Comodo Secure DNS.

- Added the "advanced options" within the section Trustconnect for Windows.
- Added 2 new steps (Install Comodo Hopsurf and Comodo Secure DNS) in the section "Installation".

MAJOR changes everywhere:
- COMPLETE review, line by line (twice), of all the Estonian language files
- from 55% to 75% of all translatable strings in all files changed (details in about.txt)
- fixed all spelling errors that I noticed
- fixed all punctuation errors that I noticed
- fixed all typos that I noticed
- replaced some of the word to word translations of English technical terms with actual correct Estonian technical terms
- about a half of the changed lines actually completely re-translated from scratch to:
   * ...make sentences shorter in general
   * ...correct the sentence construction the way it should normally be in Estonian (some of them in the previous version didn't make any sense at all)
   * ...correct the meaning of the sentences - more than a few of the translated sentences had the exact opposite meaning of the English original
   * ...make the translation readable and understandable, fluent and as professional as possible
- complete GUI fix:
   * all text placeholders, buttons, text boxes etc. that were too small resized to fit their contents
   * all the paceholders and controls that were too tightly packed - moved to make room for their neighbors (and resized if needed)
   * all the placeholders that didn't match with the translated GUI - also moved to make it look better
- added compatibility for CIS v3.10.102363.531
- installer.estonian.lang translated from scratch, since I had no previous version
