I had tried all possible suggestions on this website and was never able to resolve the problem. I then uninstalled Comodo Email Security product and the updates started to work again. I think this has to do something with the nginx proxy that comodo uses and it prevents comodo CIS from getting updates. This also prevented PeerGuardian2 from getting updates.
