Cannot Get a CSE personal certificate for MS outlook 2007 error 0250:13

Encountered an error trying to dowload a cert after first installation of CSF.
OS: Windows Vist 32 home premium SP2
Mail Client - Outlook 2007
CSE Version: 2.5.0.31
Error Description:
On using the CSE cert sign up wizard or the configuration consol on certificate request error 0250:13 is recieved - not further information supplied with erro message - no certificate is granted from Comodo server.
