After uninstalling BOClean, I found the following remnant file still lingering on my host:

C:\WINDOWS\UNBOC.EXE

So what other files for BOClean might I have to perform manual cleanup?

Hiya! The UNBOC executable is the actual uninstaller itself, and one of the things about Windows is that you cannot normally delete a file that's running. We do attempt a MoveFileEx on that, but sometimes the entry for "delete on reboot" fails, or worse - it gets "restored" after it's been removed. But that's the only "surprise" that might occur.
