CPF 3.0.13.268 bug report

Incompatible with FreeDownloadManager(FDM).
1. with the incompleted file,such as firefox3.exe, close the FDM.
2. restart computer.
3. start the FDM,resume the task due to the incompleted file exist.
4. So,FDM begins to open the file exist on the harddisk.
5. now, waiting the permission from CPF.
6. maybe after a minute, the permission comes.
7. Open the taskmanager,find that the cmdagent.exe will be the most busy task,with the CPU time 95%-99%.
COMPUTER: winxp sp2 with the latest patches, PPOE dial, F-secure6.03.
